If you ever wondered how nominees were selected for the Rock and Roll Hall of Fame and what role the fans play, it's all right here. I wrote to the Rock and Roll Hall of Fame last month to learn about the process and to try to get Joe Jackson on its 2023 leaderboard. To be honest, I am not a huge fan of the Rock and Roll Hall of Fame, but I wouldn't mind seeing Joe Jackson honored for his contributions to music. Joe Jackson is what you call a musician's musician. Artists in the music industry strive to be like him. Many of his fans, including myself, feel he has not received the recognition he deserves. Despite Joe's statement that he doesn't care if he's inducted into the Rock and Roll Hall of Fame, it would still be nice to see him recognized and inducted in a special ceremony by the Rock Hall.
In my letter addressed to the Rock and Roll Hall of Fame I asked these two questions, "How are bands and artists added to the leaderboard where fans vote?" and "Who chooses what bands and artists make the leaderboard?" Below is the response I received as well as the rest of our conversation. Our conversation explains how everything works.

Rock and Roll Hall of Fame 2023 leaderboard + Joe Jackson votes
Hi ::my name:: - thanks for reaching out! I am a big fan of Joe Jackson myself.
To clarify, there are kiosks in our Hall of Fame exhibit to “voice your choice” – that is, to let the world know who you want to be inducted into the Rock Hall that is not already. Those choices populate the digital leaderboard at the museum. However, this is not an official vote/nomination. Only the nominating committee, which is made up of a diverse group of about 30 music industry professionals including some inductees, academics, journalists – with hundreds of years of professional music experience between them, and whose passion, expertise and livelihood is all about music, can nominate artists for induction.
Here’s what I can tell you about how the nominating and induction process works:
Each year, the Rock & Roll Hall of Fame Foundation’s Nominating Committee selects the group of artists nominated in the performer category. Ballots are then sent to more than 900 historians, members of the music industry and artists—including every living Rock Hall inductee—and the five to seven performers receiving the most votes become that year's induction class. Beginning in 2012, fans were given the chance to vote for the nominees they'd like to see inducted into the Rock Hall. The top five vote-getters in the public fan poll form one ballot, which is weighted the same as the rest of the submitted ballots. Even if an artist has been previously nominated, if they don't receive enough votes from the voting body that year, they would have to be nominated again to be eligible for induction. Unfortunately, there is not any way to contact the committee directly at this time.

I appreciate you explaining all of this to me. I knew the nominating committee could only nominate artists for induction, but I just wasn't sure how the leaderboard and fan ballot worked.
For Joe Jackson to appear on the leaderboard, how many people need to "voice their choice" on the kiosk, or does it even matter? Will his name still appear even if only one person enters it? In the kiosk, I would guess that if only one person entered him, he would be at the bottom of the list. I assume the Rock Hall doesn't give fans a chance to "voice your choice" online, right? Is it done only at the venue? :)

The interactive can only be done onsite at the Rock Hall, there is no online version.
People can enter whatever band name they want. We have a database of known artists which is used to auto suggest when people are typing. If someone enters an artist name that we don't recognize, you can still cast a vote for them, and we log those votes for unknown artists.
Every few weeks our education department goes through those lists of unknown artists to find popular artists that people are voting for. They look up those artists to see when they are eligible, and they add them to the known artist database.:
The scrolling list only shows the top 100 artists and it gets reset every year. So in order for them to show up, after the reset they need to have enough votes to be in the top 100. We turn off the voting results screen for a few weeks when we do a reset since the top results are very volatile when 2 or 3 votes puts you in the top 100.

How long do fans have to enter their band into the kiosk before the nominating committee nominates artists for induction? Is the 2023 leaderboard open for additions at the start of the new year? And what time of year does the voting end for the 2023 leaderboard? I had some friends in Ohio who wanted to enter some artists into the kiosks, but they wanted to know exactly when the kiosk was accepting entries for the 2023 leaderboard.

Hi ::my name::! A snapshot of the top 100 are captured 24 hours before the nomination committee meets. When the nominees are announced, the fan vote goes live, and fans around the globe can vote online. We turn off the voting interactive and put a QR code up on the screens so people can scan it and vote online. When the inductees are announced, we reset the votes, take down the QR code, and turn the voting interactive back on.
If you would like to vote to have someone considered for nomination in 2023, you can vote for them now at the kiosks.

How long do fans have to enter their favorite artists into the kiosks? Can they enter their favorite artists into the kiosks for at least a few months? Is there an admission fee to enter the Rock Hall, or can anyone just walk in to use the kiosks? Asking for my Ohio friends.

It is free to enter if you live in Cleavland, Ohio, as long as you can show proof of residency. On entry, you must show your driver's license, state ID, or photo ID with a Cleveland utility bill or similar correspondence addressed to the city. The Museums For All program is also available to families receiving government assistance. Members of this program can enter the museum at a reduced rate of $1.00 per person for groups of up to six during normal operating hours. Unfortunately, not everyone reading this lives near Cleveland, Ohio, so they can't visit the Rock Hall. What we can all do is share this post to let others know that voting has begun. Joe Jackson fans in Ohio can go to the kiosks now to vote for him if they know about this. If the Voice Your Choice kiosks receive enough votes, Joe Jackson will make the 2023 leaderboard, which means people from near and far can vote online for him in the 2023 leaderboard. Top 5 artists on the leaderboard will be tallied together with other ballots to determine who will be inducted in 2023.
